New Business:

There was no meeting in December, 2009.

Sea to Sky Trail Presentation by Gordon McKeever seatoskytrail.ca

Sea to Sky Trail organization is looking to the PVTA for input as to proposed route to and through Pemberton.

The Sea to Sky Trail short term goal is to connect Squamish to Pemberton, long term Horseshoe Bay to Lillooet.

Trail has considerable community value: promotes sustainability, public health, human transport, connects residents with environment, links communities, serves as economic driver in outdoor recreation. Trail Description: 1.5m wide, multi-use (non motorized), optimized for mountain bikes, crushed gravel base, contoured into terrain.

Squamish to Whistler section is mostly complete and has Sec. 56 approval and
trail through Whistler is under construction. The focus is now Whistler to Pemberton section (although first priority would be Mt. Currie to Village of Pemberton “Friendship Trail).

Proposed route from Whistler would pass by Green Lake on east side through to the Twin Rivers gravel pit, past Pemberton Speedway and connect to Soo River trails, onto Nairn Falls and One Mile Lake trails.
Friendship Trails would roughly run from Mt. Currie band to the Industrial Park, along CN railway and then somehow to the VOP.

Ongoing Business:

McLeod’s Grazing Permit (on top of the dyke) was denied, however cattle may graze on slope of dyke and a fence must be constructed on the top of the dyke, to be paid for by the PVTA.

Executive Directors Report:

Pemberton World Mountain Sports Festival: is proposed for May 21-29, on and around the new Para Launch site. It was discussed and generally thought to be detrimental to the area. Motion Proposed by Chris Allen that “The PVTA does not support the Pemberton World Mountain Sport Festival as proposed.” The motion was carried.

PVTA’s new website is almost ready: will have complete map of trails (through Google Earth) http://www.pembertontrails.com/

Treasurer’s Report:

Year End Financials not yet complete (handled by W.A. Janyk)
Bank account currently at about $1000
SLRD Funding: Still no firm agreement with SLRD for annual funding. VOP would like the PVTA to receive more funding.
Possibility was raised that PVTA could be contracted to carry out trail work and/or be the delegated trail authority.

New Business:

Minutes from the October 14, 2009 meeting were accepted.

Ongoing Business:

PVTA 2010 Budget: Discussed and agreed that PVTA should ask for $20,000 from VOP and $100,000 from the SLRD.

Regional District Trails Master Plan: PVTA has accepted the Master Plan with comments.

XC Ski Trails: Meadows Golf Course to have free XC ski trails. Perhaps PVTA might want to help maintain trails? Does the PVTA want to get involved with XC ski trails?

Motorized Trail Users: Issue raised that PVTA might want to look into including motorized trail users into the PVTA as there is no motorized trail user group in Pemberton. This could potentially reduce conflict between users, grow the PVTA membership, and keep motorized and non-motorized trails separate.

The wording of the Marc Antoine Memorial was finalized:
“Enjoy every ride in life and all its many trails
Marc Antoine Brodeur
April 11 1982 – Sept 21 2007”

Treasurer’s Report:

WORCA has asked for a tax receipt from the PVTA to receive funding from the Blackcomb Foundation; Blackcomb Foundation is to give the money to the PVTA, the PTVA gives a tax receipt to Blackcomb Foundation and money to WORCA.

New Business:

Minutes from the September 9, 2009 meeting were accepted.

Community Trails Update:
99 Trail: no further along, grant for trail expires March 2011, a survey is being conducted

One Mile Trail: Rotary has it under control, project near completion and looks good, however it is raised that trail was not designed or built with horses in mind

Bike Park: suggested that remaining committed PVTA funds go to new Skate Park society for Bike park use

Ticket 2 Ride Tenure Application:
Nigel Protter is in support of application; some residents of Reid Road area & members of PVTA are concerned about increased trail use, road use, parking, & T2R overall responsibility in the area.
PVTA suggestions: T2R must join local trail associations
Yearly review of trail use by T2R
1 yr tenure not 30 yr
Tenure not exclusive or transferable

Ongoing Business:

PVTA financials: cash currently in account is $3,367 and Nigel Protter is owed $9,460 however PVTA is waiting on $30,000 from NTC
PVTA should put together a letter requesting annual funding, not funding to be applied for each year…. funding for 2010 PVTA must have application into the SLRD by late Oct, early Nov. money to be released to PVTA after March 31, 2010

MOTH: On time and on budget. $85,000 spent to date: $56,300 actually raised – PVTA decided to put in $3,700 to max out matching fund to $60,000.

New Launch: completed. West Coast Soaring Club has received tenure and will maintain road to new launch.

All trails in the MOTH project are substantially done – Exec. Director to ask NTC to release last amount of funds (except 5% hold back)

Regional District Trails Master Plan: PVTA is requested to comment by Nov. 6: Hu Naylor has read over it and supports the plan.

VOP has requested PVTA to comment on new development in front of Harrow Rd. PVTA to ask for trail/sidewalk access to Arn Canal

Presentation about One Mile Lake Trail Upgrade by Sandy Ryan
Goal is to widen, make trail wheel chair accessible, and put a bridge across Pemberton Creek
Rotary Club donated $10,000
Pemberton Festival donated $10,000
Village contributed $80,000 including matched grants
Construction and bridge work to begin in 1 week.
One Mile Lake needs increased flow out due to beaver dams: this is also going to require a long term plan

2 of 5 Right of Way agreements made with landowners
SLRD is developing policy on acquiring right on ways – PVTA should give some input into forming policy
A survey is being conducted, some discussion if trail can be built on MOT land beside road and not on private land
Grants: $60,000 from Gas Tax

Ongoing Business:

PVTA financials (provided by Nigel Protter) were reviewed, should finish the year with approx. $15,000: major expenses since last meeting were insurance, bursary, and setting up an account with W.A. Janyk,

MOTH: financials reviewed, grants should come in on time but if not some concern about cash flow, money allocated to PhD and Chain Lakes Trail to be rolled into MOTH project, work still to be done on these trails
Trail Status:
Big Nimby: 90% done
Let it Go: 90% done
Cell Tower to Reflector: 90% done
Reflector to high point on ridge: flagged, roughed in, and Lil’Wat approved
Gate on road up to Cell tower to be locked Oct 1- May 1

New paraglide launch site: started, needs commercial tenure: application has been submitted

Board agreed to purchase plaque and install it on Happy Trail for the Marc Antoine Memorial.

MacKenzie Cruise needs work

PVTA website will be back up and ready for MOTH launch party

MOTH launch party to be held September 27

Bike Park: Jumps and BMX track to be built late September / early October

PVTA 2009 Strategic Plan was presented by Nigel Protter

Details of the Executive Director’s position was started to be discussed but since the E.D. was present a new meeting was schedule to discuss both with and without the E.D. To be in attendance was Kevin Phelps, Hu Naylor, Lon Martin, Hillary Downing, Rudolf Benes

PVUS funding is to be applied for in the Fall, it is possible that the E.D.s position might negatively affect amount of money granted as PVUS wants money spent on trail construction/maintenance not administration.

PVTA should push provincial gov’t for off road vehicle licensing

Ongoing Business:

Nimby: now 100% ridable - T2R donated 2.5 days with 3 guys to help finish trail

PHD: Seb Wild is owed 20 hrs @ $30/hr for work done to trail, unclear whether he will finish $2500 contract on trail or might help with MOTH project

Bike Park / Pump Track:

VOP and PVUS paid for fuel to move preload and dirt for pump track and skate park (not structural so it will have to be moved off site, dirt probably will be used for bike park)

Some concerns raised: was insurance needed? / signage (and who should pay, helmets, emergency contact #) / garbage cans need to be installed / clearly defined entrance and exit (fencing possibly?) / sprinkler system to keep down dust / does the park have to be built by “qualified” people

Still unclear weather land use (and clearly defined boundaries) is approved by Council

Bathtub Trail: about 30 trees were cut along trail apparently to improve ATV access

Chain Lakes / Birkenhead: Chain Lakes trail is cleared out, no work has been done from the Lakes down to Birkenhead FSR

PVTA has 147 current members

Minutes from the April 8, 2009 were accepted with amendments.

Presentation on Kootney Columbia Trail Society (KCTS): presented by Tracy Napier and Lee Ann Patterson
- outlined Stewart Spooner’s responsibilities: diplomacy large part of job, to implement the “big picture”, negotiate relevant matters with various levels of gov’t, work with developers to minimize trail loss, attend conferences, manage work crew, some fundraising, developed master plan to establish trails legally and negotiate with landowners for right of ways, overall job is 50% “office” work, 50% trail work

- WCB insurance provided by KCTS for paid employees (trail crew), payroll handled by accounting firm, KCTS feels it is better to have employees opposed to contractors, results in more trail work done, downside is more management for the Board of Directors
- hiring of employees carried out by KCTS HR committee

- KCTS approximate annual budget $100,000
Last year funds received from : $65,000 from Regional District

$30,000 Red Mountain project

-KCTS website was somewhat popular, Stu’s Blog was most visited
-KCTS maintains multiuse trails, still horse / mountain bike conflict, KCTS built and marked some separate trails for each to minimize some conflict traffic
-follows IMBA standards for trail building and maintenance

Ongoing Business:

There is a new Riverside Trail extension

Fence built along Dyke (Kim’s), still more needs to be built

Nimby: is coming along

Mosquito Lake: some trails still have large blown down trees to be cleared

Jim Jam: malicious destruction / cutting of bridges on trail

Valley Trail: ALC would like to see more fencing all the way to Airport Rd, along
Sturdy’s, Perkins, P. Valley lodge to Kim’s…. PVTA generally feels there should be no more effort put into fencing until a trail is established.

Bike Park is on hold for now. The money donated by Pemberton Festival should go back?
Lon suggested a pump track be built on bike park site.

Suggested that Civic Trails Day become one in the same as the Spring Clean Up day

Urdal Rd. path to CN Railway bridge #’s : over 3 week period path was accessed 2700 times, maybe develop a Right of Way along bridge?

One Mile Lake trail is proceeding

Upgrades to:
Chain Lakes / Birkenhead: $5000 to be spent on clearing out old trail by Johnny Foon
Lon M. proposed to award contract to Johnny, Jan 2nd , Motion carried.

Phd. Trail & Swede Trail / Rutherford Cr: $5000 to be split between PVTA and WORCA?

Nimby / Mckenzie: $2500 allocated to finishing Nimby trail up to Overnight trailhead?
